1-If it is a new account please check if the license has been assigned.Go in your Admin center Active users < select affected account < Mail and check if you see the below error message so you need to wait or refresh the page. Contact your Admin or IT department for help

  

2-If the license has been assigned and you don't have the above error, check the issue with a different browser, private mode or clear the cache of your browser  

  

3-May I please know if your account is sync account? you can get this information from your Admin or IT department
