If the File tab were actually selected, you would be seeing the "backstage": the Recent tab, with a list of recent documents and places, or, if you have a document open, the Info tab.
The File tab, being dark blue, appears to be selected when you have the Ribbon minimized. Does your Ribbon look something like this?
If so, you just have the Ribbon minimized, and you can restore it by double-clicking on any of the tabs (there are also several other ways, but that's the most efficient). If you have customized the Quick Access Toolbar to include most of the commands you
use frequently, then you can keep the Ribbon minimized to save space and allow more real estate for your document.
