Windows 10 -Sign In Screen

I have just updated to Windows 10 - 1607 update and I cannot get my sign in screen to change the background picture from the "cave by the shore" default nor bypass it even when I tell it to do so in the new settings option.  The settings option preview shows the correct picture I want to use but will not display it when signing on.  I also have the lock screen option turned off and do not want to use that feature.  Is this a "bug" and is there a patch for this issue.  I see many other people are having the same issue.

I have searched and followed the Windows 10 setting /sign in instructions.  I have confirmed all of the proper settings are activated and it worked fine prior to installation of the latest upgrade, now it will only display the "cave by the shore" scene, yet the settings preview screen continues to display the image I want it to display and displayed prior to the upgrade.  I have seen several other posts on other sites indicating the same issue.  Any help or "bug" fix would be appreciated.  This is annoying.
