The Problem:
1. Since downloading a virus detection program in July, I had been unable to update my MS Windows, perform Security Updates, or Upload Windows Defender updates. Program was uninstalled, but problem remained. Several attempts to resolve installation failures
were unsuccessful (via MS Tech Help) -- until now, of course.
2. Error code for all Installation Failures: 0x80246008
3. Troubleshooting section at the MS website led me to discover the problem via:
- Start > Run > Type in: services.msc
- Right Click on Background Intelligent Transfer Service
- Click on Properties
- Service Status = STOPPED
- Could not click on START
4. RESTART

I resorted to clean installing Windows 10 again on my Surface 3. I couldn't fix it via any other posted method.

Just did this on my recently upgraded Windows 10 box and it seemed to allow BITS to restart. Hope you all have similar luck!
Just this minute fixed a client's laptop with same error code & symptoms (BITS not starting etc), this section from kb article kb910337 seemed to do the trick:
Windows could not start the Background Intelligent Transfer service on the local computer. For more information review the system event log. If this is a non-Microsoft service contact the service vendor and refer to service-specific error code -2147024894. (0x80070002)
If you receive this error message, follow these steps:
- Click Start, click Run, type regedit, and then click OK.
- Locate the following registry subkey:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup
- If the registry subkey exists, go to step 4. If the registry subkey does not exist, create the registry subkey. To do this, follow these steps:
- Right-click Backup Restore, point to New, and then click Key.
- Type FilesNotToBackup, and then press ENTER.
- Quit Registry Editor.
- Click Start, click Run, type services.msc, and then click OK.
- Double-click Background Intelligent Transfer Service.
- In the General tab, click Start.
