Error Code: 0X80246008 on Windows 10

I can not download any updates or use the Windows store since installing Windows 10. I get error code 0X80246008. Any suggestions for fixing this that are not too complicated?

I refreshed Windows 10 and it solved the problem.

I installed the new nortons and and the store started working properly I don't have the error code in windows update anymore either

Everything was working very well and then it stopped, everything to do with the Windows Store seems frozen.  Sometimes the Store opens after a long delay, sometimes it does not open at all. When I try a download it merely goes on the waiting list, it does not download. The error code 0x80246008 is later annotated to the download.  I had saved a full system backup shortly after installation which I later restored - no change, the problem still exists.  I use Bullguard for my Internet Security.  What's wrong Doc?

The Problem:

1. Since downloading a virus detection program in July, I had been unable to update my MS Windows, perform Security Updates, or Upload Windows Defender updates. Program was uninstalled, but problem remained. Several attempts to resolve installation failures were unsuccessful (via MS Tech Help) -- until now, of course.

2. Error code for all Installation Failures: 0x80246008 

3. Troubleshooting section at the MS website led me to discover the problem via:

  • Start > Run > Type in: services.msc
  • Right Click on Background Intelligent Transfer Service
  • Click on Properties
  • Service Status = STOPPED
  • Could not click on START

4. RESTART

How do you refresh Windows 10? Mine will not update without error code 0x80246008.

I resorted to clean installing Windows 10 again on my Surface 3. I couldn't fix it via any other posted method.

Just did this on my recently upgraded Windows 10 box and it seemed to allow BITS to restart. Hope you all have similar luck!

Just this minute fixed a client's laptop with same error code & symptoms (BITS not starting etc), this section from kb article kb910337 seemed to do the trick:

 

Windows could not start the Background Intelligent Transfer service on the local computer. For more information review the system event log. If this is a non-Microsoft service contact the service vendor and refer to service-specific error code -2147024894. (0x80070002)

If you receive this error message, follow these steps:

  1. Click Start, click Run, type regedit, and then click OK.
  2. Locate the following registry subkey:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\BackupRestore\FilesNotToBackup

  1. If the registry subkey exists, go to step 4. If the registry subkey does not exist, create the registry subkey. To do this, follow these steps:
    1. Right-click Backup Restore, point to New, and then click Key.
    2. Type FilesNotToBackup, and then press ENTER.
  2. Quit Registry Editor.
  3. Click Start, click Run, type services.msc, and then click OK.
  4. Double-click Background Intelligent Transfer Service.
  5. In the General tab, click Start.
