Controlling Animation Speed and Duration Separately

Hi everyone. I have a quick question that I've been searching for an answer to for a month. Does anyone know how to adjust the speed and duration of animated effects SEPARATELY? Example, I'm trying to do a continuous ticker on a slide. The speed I want for it is about 10 seconds. The problem is, it has enough information that it needs to scroll for a lot longer than that to show everything (think minutes rather than seconds). I can't seem to find a way to do it where they both aren't controlled by the duration setting. Do I need to program it in VB or is there a simpler way?
Sorry, as you can see in the user interface, the speed and duration are set by the same dropdown. Why not just delete the unneeded text so it scroll for 10 seconds and only shows what is necessary?
