I am having the same issue. I can go onto the actual website, but when I try logging onto the student portal, I receive the following message:

That looks like it came from a server, so the suggestion to contact the system administrator sounds right. Alternatively, if the host has more than one address you could try forcing use of an alternate one by adding it to your HOSTS file.
You could use the Developer Tools, Network Capture tool (F12, Ctrl-Backtab, F5) to confirm this idea. Checking on the address being used would be more difficult, since IE DT NC does not show them, One way that might work is using the Resource Monitor for its Network tab. Otherwise NetMon would be a conventional complete tool for doing this.
