Windows 10 Version 1709 (16299.19) requires entering PIN twice - why?

On Sunday, October 22, 2017, a massive Windows 10 update came down to my computer. 

After about an hour and an unknown number of restarts (I went about my day doing other things), everything claimed to have been installed and I was able to use the computer.

I powered down the computer like I always do before going to bed.

This morning, October 23, 2017, I powered on the computer.

Everything seemed normal except after entering my PIN, instead of taking me to my desktop, the screen just stood there, dumb as a box of hammers.

I hit the ESC key on my keyboard, which brought up the login screen where, for the second time, I entered my PIN.

This time it logged me in.

WinVer revels I now am running the 64-bit edition of Windows 10 1709 OS Build 16299.19).

A few minutes later, I saw a notice "You Need Some Updates", so, I launched the normal "Check For Updates" and found a number of updates still "Pending Installation" and some were "Pending Download".

I clicked the buttons necessary to download or install and waited patiently for it to finish (or at least CLAIM it was finished).

Nothing exciting happened, but experience tells me that I should restart the computer, even if it doesn't tell me to do so because, as I just mentioned, having used Windows since 1987, more often than not, Windows Updates NEEDS the special circumstances of a full reboot to finish applying whatever patches were supposedly pending.

Even after rebooting, logging in STILL REQUIRES DOUBLE-ENTRY OF MY PIN.

My recommendation to anyone who has not "upgraded" to Windows 10 1709 (not sure I would characterize Windows 10 1709 using that word) HOLD OFF FOR NOW until Microsoft fixes this issue.

This is a known issue with Windows 10 Fall Creators update where you have to login twice. Even I am facing the same in one of my systems. Please upvote the feedback here to let Microsoft know this issue:

I updated windows a couple days ago and the double pin problem went away

And now the issue is back. Updates downloaded today (December 5, 2017) have me back to entering the PIN twice, and in addition, Word starts on boot!

Nothing except Windows updates—it happened after a previous update, but I don't boot very often, so I waited for a fix and got one in the next update. Then I installed version 1709, Build 16299.98, and it started again. I enter the PIN, and after a few seconds, my lock screen reappears, with the date and time added. Entering the PIN a second time produces a "normal" boot process. No troubleshooting, and no error message.

To help you with your concern, we suggest that you run the System File Checker (SFC) tool to scan and correct if there’s a possible integrity violation on the system. To do this, you may follow the steps provided on this link. SFC shows no issues.

If you think development is tough now, try doing it on punched cards :-)

I did not change anything after the update and both pcs running windows 10 now require only one attempt to login. How did it resolve? I do not know.

Make a restore point before trying this just in case. This method helped another user.

 settings > accounts> sign in options >privacy section. scroll down to the setting  toggle off "use my sign in info to automatically finish setting up my device after an update or restart

I also found this in case the first one is not your particular problem. It should either be the first solution or this one.
