Bought Microsoft 2013 and installed it on a windows 7 PC about a month ago. Do I have to buy it again for my new Windows 8 PC? It does not have it installed.
It will depend on the SKU that you bought and what the EULA permits. You will need to read the EULA and see whether your installation is limited to one PC or can be installed on others.

Short answer, probably yes you have to buy a new copy.
It all depends on EXACTLY what office bundle you bought:
Office 2013 allows install only on one computer at a time.
Office 365 allows install on more than one computer
