ATI Radeon HD Series 4600 latest driver is broken on Windows 10

Over the last week or so, since about 23nov2017, Windows 10 updates have included a broken version of the ATI Radeon HD Series 4600 driver.  Once updated, multiple displays don't work, and the correct screen resolution is not available.  The workaround is to install the previous driver, from October 2015, and then to disable automatic driver installation. Of course, I would prefer not to disable this, but the latest driver needs to be fixed. Who should I contact about this? I am running on a Dell OPTIPLEX 960, about eight years old, but it's high-end and still works very well. 8GB, 3.16GHz.

To quote Francis Bacon "Never was knowledge delivered in the same order it was invented."  That is, the above statement of the problem took several long, painful days to identify -- originally I thought it was a hardware problem. Etc., etc. But it's just a broken driver. 

To everyone who haven't resolved this yet:(I am combining all the solutions into one post)

Option 1.Try Rolling back if you have an option:

Option 2. Remove AMD drivers completely and Install the legacy ones from the AMD site:

What you need to do:

1. Uninstall everything of AMD using this: http://support.amd.com/en-us/kb-articles/Pages/AMD-Clean-Uninstall-Utility.aspx and reboot

2. Reboot.

3. Make sure your device manager shows Microsoft Basic Display adapter.

4. Download the legacy driver from here(You might have to do a bit of exercise to locate the driver:

http://www.support.amd.com/en-us/download

5.Run the Setup and you should be good to go.

Option 3: See if Windows itself has some history of the Older Driver:

Please note all the steps need temporarily disabling of Windows update or driver updates so that newer driver doesn't install automatically.

Since the driver comes from AMD - and not Microsoft, which merely distributes what AMD gives them - you should contact AMD technical support and ask them:

Is your driver for HD4600 series cards broken? If so, when will you fix it?

or

Is your driver for HD4600 series cards not compatible with the newest version (v.1709) of Windows? If not, when will you make it compatible?

I'm sure there are many posters here who be interested to read what AMD has to say.

It didn't resolve my issue only because I had already resolved it, and was merely trying to share my solution with others.  The reply to my post was helpful in that it verified what I had found, and added to that the detail of the driver update just prior to the Thanksgiving holiday.  It was suggested that I contact AMD, but that involved a registration process that asked for too much personal information, which I chose not to complete since it was a one-time issue.
