Support told me they have a bug report on this and this KB with workarounds (basically the same as in the article you posted) - https://support.microsoft.com/en-us/help/313956...

Do you have a business office 365 subscription?  Support would like you to open a support case so they can investigate.

Which version and build of Outlook are you using? See File, Office Account for the information. Please include the text following the version/build number.

I don't have a business office 365 subscription.

I'm using Office 2019 Pro locally installed as C2R.

I'm not using Outlook, but here is the Office Build Info you requested.

Ok - you have build 1902 - support thought you had 1808 (I'm guessing he read the article you linked to and thought you were the author.) I'll pass that info along but it shouldn't change the response: They have one issue re: needing mscomctl.ocx on 64 bit but were not able to find cases matching this issue in the last three months. They need a support case to gather more info though.

Thank you for taking care of the problem. I try to specify it here. It primarily concerns:

> Windows 10 Pro v18.09 x64 with Office 2019 Pro Plus x86 C2R

Because the error with the wrong MsComCtl.ocx file version is included in Office Pro Plus 2019 Version 1902 Build 11328.20146 C2R x86, it will be inherited month by month unless MS corrects it in the build.

Note:
For Office 2019 Pro Plus x86 on a Windows 10x64, the MsComCtl.ocx must also be in the following directory:

Directory of C: \ Program Files (x****48 bytes

************************************
KB article 3139567
This solution is outdated and currently no longer practicable.
The MsComCtl.ocx does not have to be un-registered and re-registered. Instead, the wrong file version simply has to be replaced by the correct file version.

Can it be that for MS itself is now difficult to see through. If I change the file, the listviews in my Access 2016/2019 runtime application will work again without re-registration.

PS: I suspect that other MSI Office variants are also affected. There, the error repeats but not monthly but occurs when the unknown patch over MS updates was installed.
