I can't download the First Strike map pack.

So, here's the issue, I recently bought 2100 microsoft points to get the First Strike map pack for Call of Duty: Black Ops. When I try to download it via Xbox Live I get an error message that reads "This content is not available from your location" or something along those lines even though I'm in the UK and my copy is the UK copy and I'm trying to download the [EN] version of the DLC. Now, when I try to download it from Xbox.com I keep running into the 'you must be 18 to purchase this item' The annoying part about that is that I was 14 when I created my account five years ago, closing on six. So now, I can't remember the parental e-mail to bypass that problem and that 2100 MS points is looking more and more pointless. Is there a way to remedy this issue? I'd really like to play the Ascension map...

Physical region keeps changing at the moment, but I'm going to say Oxford, UK as that is where I live. The disc region is also UK and the account region is The Netherlands I think, I've tried to change it to a UK region but I don't know how.

ok that would be your issue

check billing.microsoft.com to be sure

a region of an account once set cannot be changed

 

you will need to make an account that reflects your current region and buy the correct ms points then you can download it however it does not need to be gold

but for all region locked content you will have to buy with that profile
