Searching for this term shows that a few people are running into this problem but there doesn't seem to be any useful solutions. I've tried various combinations of re-starts, log offs, Parental Control on/offs but to no avail.
Any help appreciated.

Here are steps:
Clear cached data in Internet Explorer
- Open Internet Explorer 7.
- Click Tools, and then click Delete Browsing History.
- In Delete Browsing History, click Delete All.
- Click to select the Also delete files and settings stored by add-ons check box, and then click OK

If the previous method did not work please Try,
- Open Internet Explorer 7.
- Click Tools, and then click Internet Options.
- Click the Security tab.
- Click Reset all zones to default level, and then click OK

Running Internet Explorer 7 in "No Add-Ons" mode
- Click Start, and then type Internet Explorer in the Start Search box.
- Click Internet Explorer (No Add-Ons). Internet Explorer 7 opens without add-ons, toolbars, or plug-ins.
- Test Internet Explorer to verify that it works correctly.
If still does not work, try to Reset Internet Explorer settings
- Open Internet Explorer 7
- Click Tools, and then click Internet Options.
- Click the Advanced tab.
- Under Reset Internet Explorer Settings, click Reset.
Note: This is useful for troubleshooting problems that might be caused by settings that were changed after installation. When you restore Internet Explorer's default settings, some webpages that rely on previously stored cookies, form data, passwords, or previously installed browser add-ons might not work correctly. Resetting Internet Explorer to its default settings does not delete your favorites, feeds, and a few other personalized settings. See the table below for a complete list of all settings and information about whether they are reset or maintained

What happens if you turn off Parental Controls, and run IE. Also try IE (no add-ons) with Parental Controls turned off.
