You'd not use Bing for that need since it provides it's own pictures.
Instead you can set a desktop background slideshow that will show on your desktop which is explained here:;

You can also set a Screen Saver slideshow so when you're not using the PC it will time out after a period you set to display your slideshow:

Finally there is the Lock Screen on which you sign into Windows which you can also customize with pictures or a slideshow, or the spectacular Spotlight pictures slideshow:
