Can't turn on Automatic Updates

In System Properties Security Center, Automatic Updates, I have it set to do automatic updates. In the task bar notification area in the lower right hand corner of the screen the icon says automatic updates are turned off. Can't turn them on by clicking on the icon. Updates are obviously off because the computer never updates. How to turn them back on when the Security Center says they're already on but the status icon says they're off and can't be turned on? Am running XP Pro Service Pack 3.

Method 2: One or both of the services do not appear in the Services Control Manager

If the Automatic Updates service or the Background Intelligent Transfer Service does not appear in the Services Control Manager, reinstall that service or those services. To do this, use one or both of the following methods, depending on your situation:

The Automatic Updates service is missing etc.
