WIndows Update stuck on disabled

OK so I have been experiencing this problem since yesterday.  The last time I updated successfully was on the 31st of Jan.  I have tried the steps that were mentioned but when using some i states that they could not start.  The error that reads on my computer is "There were some problems installing updates, but we'll try again later. If you keep seeing this and want to search the web or contact support for information, this may help: (0x80070422)"  Also, if I go into services under the windows update tab, i see it is set to disabled.  It doesn't matter if I try changing the settings, it just wont change.  When hitting the properties tab and changing the startup type to automatic or automatic delayed start it wont budge.  When setting to the default manual tab, I can hit apply then start, it runs but then an error message keeps reading it reads, windows could not start the update service on local computer, error 1114: A dynamic link library initiation routine failed.  Now, this is my computer and I do have administer rights.  I have tried all the net stop net start and everything.  It just says windows update service failed to start.  I have ran my virus scans and nothing has been found either

With all this being said all the net stop and etc is useless because it fails to start.  I'm not sure what happened but it was working perfectly fine before.  Any help would be greatly appreciated.

1) There is a new guided walk-through from Microsoft for repairing Windows Update that leads up to resetting components if necessary: https://support.microsoft.com/en-us/help/10164/.... Try running that first.

2) If that fails try manually resetting Windows Update Service:

Open administrative Command Prompt and type following commands one-by-one followed by Enter key.

net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver

Close Command Prompt and see if Windows Updates works then

3) You can also install the Updates manually that fail to install which are logged at Settings > Update & Security > Windows Update > Installed Update History, and then search for those to download and install from this Catalog: http://test.catalog.update.microsoft.com/v7/sit...

4) If they continue to fail and interfere, then you can block them using one of these methods: https://www.howtogeek.com/224471/how-to-prevent...

5) What I'd do at this point if you haven't yet is install latest Version 1809 by installing Media Creation Tool from this link and choose Upgrade This PC Now: http://windows.microsoft.com/en-us/windows-10/m...

This is the most stable way to change to the newer version and because it reinstalls WIndows while keeping your files and programs in place, fixes most problems. It also brings all Windows Updates to date.

None of the processes above will work because net stop wuauserv will fail to start.  Like I said it is stuck on disabled permanently.  All the above has been tried.

So after much searching and still no responses I decided to compare my settings with everyone else's pc's and I discovered that I have two software distribution folders when eveyone has one and when opening them up one of them just has sls.  The other has a few things but missing a couple when compared to others.  Can anyone tell me why and what this folder should contain? How can I get a new folder?  This could be the problem
