Windows 10 Xbox App Error (0x409) 0x80070422

I disabled the Xbox app startup programs in the past. But I tried to go on the app and it brought an error (0x409) 0x80070422 with a sign button but when I click it refreshes the page, so I watched a fix video and it said to make sure all Xbox app Services were running but, all were not running but when I tried turning them on it brings an error with 

"The Operation could not be completed.

The service cannot be started, either because it is disabled or because it has no enabled devices associated with it."

after that, I tried to activate all the others first and they came with the same error except the "xbgm - Xbox game monitoring" which has an error saying "the dependency service or group failed to start"

I'm not sure if these are the courses to why my Xbox app isn't letting me sign in, I have also tried reinstalling it but that never made a difference 

please help.

Open Start > Settings > Apps > Apps & features
Scroll down to Xbox
Select it
Click Advanced options
Click Reset

Restart

Check the Store for updates

this has not helped my problem after the restart it still brings up at the sign in with the same error

Welcome to the Microsoft Community forums.

The error code you have given indicates some of the Xbox Services have not been enabled on your PC to allow the Xbox App to run properly. Please follow my instructions below to try and resolve this.

1. Go to Cortana and search MS Config,
2. Select MS config from the search result to run it,
3. On the pop up window, select services,
4. You will need to make sure all of the boxes are ticked - especially Xbox Live Credential manager, Xbox Game Services/servers (one or the other) and Xbox Services (Basically any service which has the word Xbox in them)
5. Then select ok/apply,
6. and then restart your PC/Device.

Xbox Live Auth Manager
Xbox Live Game Save
Xbox Live Networking Service
Volunteer Moderator | Xbox Ambassador | Win & Xbox Insider

Hey there,
Didn't realize you have already tried this. Just looked at error code :)

1.Try Pressing Start & R together
2.Type services. msc
3.Scroll down to Xbox Services
4.and try to select it manually from there or restarting it.
