Answer

Hi Brain,

Welcome to the Microsoft community.

This problem may occur if one or more of the following conditions are true:

a. If the Windows Update database is corrupted.

b. If the Background Intelligent Transfer Service (BITS) service does not receive a content link header.

c. If a required system file is registered incorrectly.

  • What is the KB number of the update which you are trying to install?

Refer to the following link to check the installed updates:

http://windows.microsoft.com/en-us/windows/which-windows-updates-installed#1TC=windows-7

Method 1: Run the windows update trouble shooter.

If your computer is having problems finding and installing operating system updates, try using the Windows Update Troubleshooter to fix the problem.

Refer to the below link:

http://windows.microsoft.com/en-US/windows7/Open-the-Windows-Update-troubleshooter

Method 2: Manually reset windows update components.

Refer to the following help article.

https://support.microsoft.com/en-us/kb/971058

Registry disclaimer: This section, method, or task contains steps that tells you how to modify the registry. However, serious problems might occur if you modify the registry incorrectly. Therefore, make sure that you follow these steps carefully. For added protection, back up the registry before you modify it. Then, you can restore the registry if a problem occurs. For more information about how to back up and restore the registry, click the following article number to view the article in the Microsoft Knowledge Base:

Method 3:

Step1: You may also temporarily disable security software and check if the issue persists.

http://windows.microsoft.com/en-us/windows7/Turn-Windows-Firewall-on-or-off

http://windows.microsoft.com/en-US/windows7/Disable-antivirus-software

If disabling the security software resolves the issue then, please contact the specific security software manufacturer to resolve the issue.

Important: These steps may increase your security risk. These steps may also make the computer or the network more vulnerable to attack by malicious users or by malicious software such as viruses. We recommend the process that this article describes to enable programs to operate as they are designed to or to implement specific program capabilities. Before you make these changes, we recommend that you evaluate the risks that are associated with implementing this process in your particular environment. If you decide to implement this process, take any appropriate additional steps to help protect the system. We recommend that you use this process only if you really require this process.

Step 2: Manually install update in clean boot.

Clean boot: A clean boot is performed to start Windows by using a minimal set of drivers and startup programs. This helps eliminate software conflicts that occur when you install a program or an update or when you run a program in Windows. You may also troubleshoot or determine what conflict is causing the problem by performing a clean boot. You must log on to the computer as an administrator to be able to perform a clean boot. Your computer may temporarily lose some functionality when you perform a clean boot. When you start the computer normally, the functionality returns. However, you may receive the original error message, or experience the original behavior if the problem still exists. If the computer is connected to a network, network policy settings may prevent you from following these steps.

Please refer to the below article on how to perform a clean boot to know “How to reset the computer to start normally after clean boot troubleshooting”

Step 3: Manually download the security update.

Enter the KB number in the below download center link and update it manually.
