Try the following:
Uninstall Free Download Manager.
Click Start, type: Internet Options
Hit Enter
Select 'Advanced' tab
Under Reset Internet Explorer Settings, click 'Reset'
This should restore Internet Explorer to its default settings.
Press Windows key + R
Type: %temp%
Hit Enter
Delete all contents within the folder.
Go to C:\Program Files
Delete any folders related to Free Download Manager
Look in C:\Program Files (x86) if you are running a 64 bit version of Windows 7
Do a clean boot:

Also disable your Antivirus utility temporarily:
http://windows.microsoft.com/en-us/windows/disable-antivirus-software
Reinstall Free Download Manager
Try downloading again.
If the problem persist, switch to an alternative Internet Download Manager.

Just out of curiosity, where are you downloading this program from?
There are chances that this could possibly be a potentially unwanted program. Does the McAfee sign always stay in the right-hand corner or did it flash up when you tried to download that program.
Error code 80040154 is mostly a problem with Windows Updates and strangely, you are receiving this error while downloading Free Download Manager. Please try running the Windows Update Troubleshooter and see if it makes a difference.
Open the Windows Update Troubleshooter
http://windows.microsoft.com/en-gb/windows7/open-the-windows-update-troubleshooter
To be on the safe side, run a scan with Malwarebytes and see if it picks up anything.
