Adding panning hand function to mouse to use in Excel 2010

Well I am baffled & I have exhausted many avenues trying to find a way to retrieve panning hand that I was using in Excel 2010. I have always used panning hand in all excel sheets to maneuver with in doc to get where I need to go with ease. Since the horizontal scroll bar is not on its own line; it has become very small due to all the tabs in my excel spreadsheets. Using compatibility mode since the day I installed MS Ofc Pro Plus 2010, I assume that's why I have been able to use hand. Now that I am slowly updating excel files & saving as xlsx

I have come to find through Internet Explorer 7 &/or 8 in conjunction with Excel 95--97 &/or 2003 - 2007 are the only ways I can get my panning hand back. Since I have migrated from IE 8, XP Pro x32, Ofc 2007 to IE 9, Win 7 x64 Home Ed, Ofc Pro Plus 2010. The compatibility mode was working fine even with panning hand and was automatic when I hovered over a spread sheet with either extension with all the Excel spreadsheets from 95-97, 2003-2007 and 2010.

Now for some mysterious its gone...maybe because I added some custom ribbon features or because I switched compatibility mode off...not sure. Now instead of reverting back to IE 8 & saving all excel as xls.

I need assistance in adding grab & move function to my MS Wireless Mobile Mouse 4000. I know it can be done but I am not sure how to proceed or if the combinations in the mouse settings are available. Mouse instructions do say any function can be added.

If anyone has a clue about adding functions to a mouse; please advise.

P.S. I am hoping some gamer out there may know. It seems some gaming functions are definitely a similar to the function panning hand.

No I never use IE applications. I am simple so things like Add-ns & applications  are foreign to me.

I do have a touch screen w new computer, MS  touch pack for windows 7.

Can you tell me how to find & enable the touch pad panning hand?

Did u used to get this hand only in excel and word or with IE and other applications as well.
Normally this option comes in tablets\touch screen PCs, if you have touch pad devices or anything related to these.
