Error codes 0x80070645 and 0x8007F070 when updating the Microsoft .NET Framework and some other updates

Original Title: Why can't I reinstall any version of Microsoft .NET Framework and some other updates?

My computer would not allow me to install updates for the Microsoft.Net Framework.  I found directions on your site to use a tool to uninstall Microsoft.Net Framework, but when trying to reinstall as directed, I receive this message "Windows cannot access the specified device, path or file.  You may not have the appropriate permissions to access the item."  This message has appeared when trying to install some other downloads since last October.  How can I correct this to avoid these error messages and complete the installation?  I bought this computer brand new six years ago...why would my administrative privileges have changed and how do I correct this?  Thanks for any help you can provide, Carol Riquier Smith
