Driver Tonic blocks its own Uninstall exe

I've tried to use the Win10 App menu from Control Panel to attempt to uninstall Driver Tonic, an adware/malware app that was accidentally installed on my Surface Pro.  When I click the "uninstall" box, it pops a message that says 

'This app has been blocked for your protection.  An administrator has blocked you from running this app. For more information, contact the administrator.' (I am logged in under a profile that has admin privileges.)

file is unins000.exe.  Publisher: Unknown   Program Location:  C:\Program Files\Driver Tonic\unins000.exe /INITPROCWND=$D035A

This damned app displays an ad about every 15 minutes while using the PC.  I WANT IT GONE. 

Any suggestions?

Hi Pamela

Open Task Manager (Ctrl + Shift + Esc)

On the processes tab, look for any Driver Tonic process and End Task on that

Open Windows File Explorer

Navigate to C:\Program Files\

Delete the Driver Tonic folder from within that folder

Then Try uninstalling Driver Tonic again . . .

There must be a way to get rid of Driver Tonic without downloading yet another 3rd party app. Please help.
