Why would a zipped excel file be no smaller than it was before it was zipped?

I am trying to send some data to a colleague, whose email server has a 10 MB limit on attachments. The Excel file is 18 MB and was downloaded from an external source. I have tried removing any extraneous data, and zipping the file, but the size does not reduce. I have tried sending her a link to my OneDrive but she cannot open the file. 

Could anyone advise?

The best method is to zip it (zipping will hardly reduce the size as .xlsx format is already compressed) and then upload to Onedrive. Opening Excel files above 5MB in Onedrive requires it to be opened in Desktop Excel and many people are unable to understand this aspect.

The zip file can be downloaded and she can unzip and open on Desktop.
