How to transfer image tags from Vista Photo Gallery to Windows 7 Live Photo Gallery

Transfer image tags from Vista Photo Gallery to Windows 7 Live Photo Gallery

I am preparing to do a clean install to upgrade from Vista to Windows 7.  I have tagged thousands of images, many of which are PNGs with transparency, in Windows Photo Gallery.  This means the tags are stored in a database since the file format doesn't support self-storage of tags.  I have also installed Windows Live Photo Gallery.  It appears to import all of the WPG tags.

Presuming the images (lots of PNGs) are stored in the same relative location, will Windows 7 Live Photo Gallery have all the tags after the upgrade?
Or will I need to re-tag everything?
Is the Windows Live Photo Gallery database stored online when I'm signed in, or stored on the computer (in which case I need to assure it's backed up)?

Thanks in advance.
