Paint not able to paint white when in monochrome

Using Paint version 6.1 (Build 7601: Service Pack 1), Windows 7

Steps to reproduce

open paint

Save As monochrome bitmap (.BMP)

Click on Pen to draw lines (Left click to draw black, right click to draw white)

Drawing white does not work.

Found a work around by changing the properties to color, doing the edits, then changing back to monochrome before saving.

But this is not a preferred solution and not appealing to an end customer, my preference is to fix the issue.

The issue seems to be due to some file with in the paint got corrupted. I would suggest you to run SFC scan.

Use the System File Checker tool to repair missing or corrupted system files

Post us the results after you try the above steps.

Successfully run the sfc and it did report successful fix of files but Paint still shows same behaviour. 

I have also repeated this 6 other computers with Windows 7 and all have the same behaviour.

Based on the research, you cannot paint white in monochrome for the Microsoft Paint application as it is a design issue.

Does 'by design' mean you will not fix it?  Seems like an odd feature to have that the white draws white while drawing and then when you let go of the mouse it turns black.  The wording of 'by design' suggests that this behaviour is intended and required.  If it is a bug that you have no intention of fixing please say so. 

It would be really great if this could be fixed as I need to work in monochrome bitmaps quite a lot.

I have the same problem on my Win7. This is absolutely a bug, because, it is imposible to draw a monochrome bitmap by this way.

Please provide a solution, as we also need monochrome paint support as XP for work.
