Notifications not working after the October update 1809

I updated all my devices to the newest windows 10 build 1809. On both surface 3 and laptop Lenovo G580 I experience a problem with not working windows notifications. The notifications icon in the Windows 10 task bar tells me I have new notifications, but when I click on it, I can not access them because the action center is empty.

PS: Today I found out that Microsoft temporarly paused the distribution of this update due to some issue. Is there any way to perform system restore after deleting the backup. I used the disk cleanup utility on surface 3 to clean up disk space after the update because I have only 32 gigs version of the tablet and I do not have much free space on it...

Hi Radek. I'm Greg, an installation specialist and 9 year Windows MVP, here to help you.

While the media will likely be reissued due to a catastrophic file loss issue some suffered, it's fixes will also be pushed via WIndows Update so you can wait for them if you want and I'll help you troubleshoot the Notifications issue.

First Open Settings > Privacy Settings > Background Apps > Enable Let Apps run in background > Tick all apps you want notification from.

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files. Then continue with the other steps to go over your install most thoroughly.

But remember that in Windows 10 everything depends upon the quality of the install, and Factory or Upgrade installs are inferior installs which most enthusiasts won't even run because they'd expect endless issues.
