Has anyone seen this before. Any advise on how to move back to default position?

Regarding your description, kindly try this following suggestion for resolving the issue and please feel free to contact us with updated result about the issue.
1. Please try to open outlook in safe mode and check the result. For opening outlook in safe mode > press Windows +R key and Type outlook.exe /safe.
Note: There is a space between outlook.exe and /safe.
2. Kindly try to reset the Outlook view. For resetting Outlook view > Press Windows R Key and type outlook.exe /cleanviews.
Note: There is a space between outlook.exe and /cleanviews.
3. If the issue still persist, please try to repair an Office application online and check the result. For repairing office application https://support.office.com/en-us/article/repair-an-office-application-7821d4b6-7c1d-4205-aa0e-a6b40c5bb88b
If the issue still persist, could you please provide us detailed screenshot of your Office and Outlook desktop client version? For knowing Office and Outlook version, kindly see article https://support.office.com/en-us/article/what-version-of-outlook-do-i-have-b3a9568c-edb5-42b9-9825-d48d82b2257c

Let me know if you solve it!
It's an insider thing (and it's in the title bar in Outlook, Excel, Word, etc) - you can either come off the Insider ring and revert to the old search or put up with it for now. I've given negative feedback because it's a foolish place for the search bar, but I guess if enough people report it positively, it'll make it into the stable release.

I agree that this was a poor UI/UX change.
It makes no sense for the search bar to be in the title bar 19 miles away from where you're actually working.

Seriously? This was a UI change to insider builds. Do you even read the posts or have experience with Office Insider?
I'm not sure why it makes a difference. it frees up space as the previously unused title bar now can be used for searching. But this is what feedback is for.
Whatever you do, don't do the steps recommended by Darpan. This is not a bug to be fixed with copy-pasta.

Hi All
This is a "feature" of Insider build.
No problem with that. It frees up some space. Ctrl E is a shortcut worth remembering anyway (works across Office and Windows).
Problem
But the real problem is that when you start typing it opens a drop-down to show various options.
This drop-down overlaps the Search Tools ribbon - the most useful ones like Subject, From/To and so on.
Suggested Solution
So can it be moved towards the right side of the title bar?
That way, the drop-down will not Overlap search tools.
