From the login screen on the bottom corner ... choose restart computer.
Then as soon as you see the display light up with the press F2 or F12 message.. I think its F2 to access bios.
Why you need to be in bios to login windows, guessing is because you want to boot from a DVD or usb drive - and hopefully not messing with passwords in the bios settings.
