SharePoint Online account and Office 365 account

I am trying to purchase a SharePoint Online account. I already have an Office 365 account and purchase Project 2016.  Now when I want to purchase the SharePoint online account, I get the message "sorry, you cannot add this to your current account. .... You need to sign out and create a new account"?

I already have two Office accounts. One is my personal Office 365 that has word, powerpoint, excel etc. The other is a work account that has Project 2016.  Why do I need a third one?

Why is that? Why do I have to create another account?

I’d like to explain that we don’t have to purchase many different Office 365 accounts/tenants. We may purchase one tenant with different services and then assign licenses to the account. So, that account can use those services. For example, an account can have the license of Office 365 desktop applications, SharePoint Online, Exchange Online and so on. We can use this account to install Office suite, access SharePoint Online and use the online mail services. We don’t have to purchase or sign up three accounts for them.

Some plans may cannot purchase some specific services, in this thread, you need to purchase SharePoint Online license for one of your work/school account.
