The user is assigned with A3 for Faculty license.
What can be done about this?

Hi mmacariola,
From the error message, it indicates that the user was not assign Teams permission properly.
To help solve this problem, please contact your admin first. For admins, go to Microsoft 365 admin center, click Users, select the target user, click Licenses and Apps, scroll down and choose Apps, choose Office 365 A3 (my example is E5), and select the Microsoft Teams.

From the error page you provided, it indicates that the user has no permission to access Teams app. As I mentioned in my last reply, it not enough to assign him A3 license only, the Teams app permission should also be checked.
You can let the user sign in his/her account in the desktop client, enter his account and password, press "Ctrl + Shift + Alt + 1", then Teams diagnostics logs will be downloaded automatically. You can send the logs to me, and I will help you analyze it. I will send you a private message to collect it.
