Questions about map pack purchased and on hardDrive

I know when you have your original xbox you can play all the map packs You purchased on any of the account on the xbox. But about 5 months ago i had to replace my xbox and now i cannot play all the maps as i purchased them on another name before i did not have this problem but now i do. Do i really need to purchase them again even though they are already on myhard drive ty:)

do a drm transfer at www.xbox.com/drm with the original account to the new xbox

this does not transfer the content to a new account just a new console
