1. What is the complete error message are you getting?

2. Does this happen only when you try to install a particular program?

3. Are you using the Administrator account?

You may try taking ownership of the file or folder and check.

Step 2:

I would also suggest you to temporarily disable third party antivirus software and firewall on the computer and check if that fixes the issue.

If disabling the antivirus software fixes the issue, you may have to configure the settings of the antivirus program accordingly. Please contact the software vendor for further assistance in this regard.

Note: Make sure you enable the antivirus software, other security programs and firewall after the test.
