Is there a way to set a gif/moving picture as the desktop background with Windows 8?

I have a gif that I would really like to set as my desktop background but everything i've tried just leaves the image still and I just can't get it to move. Is it even possible to do this on Windows 8?

If I'm not mistaken, this was no longer possible after Windows XP, because XP used the Internet Explorer Active Desktop to render animated GIF wallpapers, whereas Vista/7/8 do not have Active Desktop.
