What does "User OOBE Create Elevated Object Server" mean? (Windows 10 Pro 64 bit)

To give you information about OOBE, it means Out Of Box Experience. It's a part of the Windows setup process.

To isolate the issue further, please give us more details on the following:

• Did you make any recent changes, updates or installation on your PC?
• Can you check your time/date settings?
• Are you using a Microsoft account or Local account?
• Are you logged in as administrator?

Thanks for asking. A few weeks ago I received the Windows 10 anniversary update and that caused my laptop to malfunction. I went through the "Reset PC" process and that seemed to have fixed the issue.  On the 18th I received another update (can it be 1607? I can't check anymore - large parts of the settings are unavailable), and since then I get the error above. 

I noticed this afternoon that the time was one hour behind, I have changed the clock since. It seems to stay correct now, after various restarts (I get a black screen about every hour or so, so I do lots of restarts at the moment).

I am using a Microsoft account.

I am logged in as an adminstrator. I have tried to create another user, but I can't.

Thanks for letting us know. Let's try the following steps to help us resolve the ongoing issue on your PC.

Follow the steps below:

Method 1: Run System File Checker (SFC).

• Follow the steps on this link. We'll use this utility to scan corruptions and repair missing or corrupted system files.

Method 2: Unplug your external devices.

Sometimes, your PC’s external devices can be the cause of problems. Try unplugging all your devices, and then plugging them in one at a time.

If that didn't resolve the issue, continue to Method 3.

Method 3: Enter Safe Mode.

• Restart your PC. When you reach the sign-in screen, hold the Shift key and select the Power button, and then select Restart.
• After your PC restarts, select Troubleshoot > Advanced options > Startup settings > Restart. After your PC restarts, you should see a number of options. Press 5 or F5 for Safe Mode with networking.

Once your Pc is in Safe Mode, reinstall your display adapter driver:

• Type device manager into the search box on the taskbar, and then select Device Manager.
• Expand Display adapter.
• Right-click the display adapter and select Uninstall > OK.
• Restart your PC.

Shut down the RunOnce processes

There might be a problem with one or more RunOnce processes. If you're in Safe Mode and want to shut them down:

• Right-click Start and select Task Manager.
• Check both the Processes tab and Services tab—look for any instances of RunOnce32.exe or RunOnce.exe. If you find any that are running:
  In Processes, select the item, and select End task.
  In Services, right-click the item, and select Stop.
  
• Restart your PC.

I couldn't follow any of them because of errors on the way, so went for the simple solution: my new laptop works very nicely. 

This same OOBE message began showing up on my computer after the last large Windows 10 update, I am logger in as administrator, have added no software - I thought it might correct itself after the next update but hasn't yet.  Its really frustrating

My problem also, but when Microsoft did the next update, it went away!!  It began appearing after an update so I guess they fixed it - a mystry to me!
