Windows Explorer Crashes after Resizing/Snapping

I have a problem with Windows Explorer. Each time I open a window in Windows Explorer, it opens up in full screen. When I resize/restore it (by clicking and dragging the top bar, or by clicking the restore button), the window resizes into a very small window, and the contents start flickering rapidly. This renders the window unusable. 

Closing the window causes Explorer to crash and restart.

Here is how I FIXED it.  

1. Close all Open File Explorer Windows

2. Open File Explorer.  

3. Press Windows Key + Left Key to make the window size grow.  This snaps it to the left side of the screen.

4. Click "View" and turn off preview pane and set the view to to details list.  The goal was to just reset everything...

I don't know which option made it fail -- but it now works properly.  I am sure the bug is still there -- I hope this work around helps others.
