Windows 10 wrong label/name on Settings icon in Start Menu

The text label/name for the Settings icon on the Start Menu is not correct (see image below). It shows many weird characters when it should just say simply Settings.  The icon itself is correct.  How do I fix the label/name? I did not change anything on my computer and there is no virus or malware. Also, the icon works fine when you click on it.

Here are the answers to the questions:

1. I did not install any language packs or fonts.  As you can see, the text on the Settings icon is not really a language but just keyboard symbols.

2. Issue started last week. Only basic Windows automatic updates were installed on the machine. I do not believe an update caused it.

3. I rebuilt the icon cache (IconCache.db) but it did not help.

There must be an easy way to see the icon name/label on the hard drive and correct it there.  I wish the Windows Start menu was more robust like Windows 7 so we could control what shows and the text that shows with it.

Yes, I tried the troubleshooting steps and no luck.  There has to be an easy way to change the name/label of the icon.

To determine if there is a third-party program/app that is causing the issue. We suggest that you perform a clean boot. To do this, see this link and follow the steps/instructions.

I tried a clean boot and did not help.  Where does the icon get it's label/text? That is where we need to fix the issue. Sorry to say this, but the Windows 10 Start Menu is big step backwards. You cannot rename Windows icons or create multi-level folders.  It should not be this hard and time consuming to fix a simple icon text.

You may copy and paste c:\Windows\Fonts\Arial.ttf on your browser's address box; then, hit Enter to open. After installing, try to restart your computer, and check if the issue still persists.

I executed the step provided and rebooted but no luck. It amazes how changing the name of the System icon in the Windows 10 start menu is such a difficult and convoluted thing. I truly miss the Windows 7 start menu.
