WIndows 10 "Creator" update installation crashes

My photo-editing software shows an error code when I try to open it, and the manufacturer says that error code indicates my Windows 10 installation needs the Windows 10 "Creator" update.

When I try to install the Windows 10 "Creator" update, the MS WIndows installation program shows the error code 0xc1900200, and ends the update, uninstalled. (NOTE: The Windows Troubleshooter informs me that my system meets the requirements for installation/upgrade.)

So now I can't use my photo-editing software because my Windows 10 doesn't have the "Creator" update, and I can't install the MS WIndows 10 "Creator" update because the installation crashes. Grrr...
Please advise.

 

And, BTW the Microsoft Virtual Agent is useless. If offer four options to "...talk to a person". Three of those options, when clicking on each of them, loops back to the original screen, without connecting to Call me back, Schedule a call, or Chat! Maybe Microsoft needs some web programming help?

What is the name and version of photo editing software?

A new version of Windows 10 should not be required to run it, it probably is something else.

What is the make and model of your computer?

 Have you checked the manufacturers website to determine compatibility?

If the Windows 10 Upgrade Assistant becomes stuck or unresponsive at various percentages: 0%, 32%, 62%, 87%, 99%, please wait at least 4 to 7 hours. If you are updating through Windows Update, when the download reaches 99% disconnect from the Internet LAN (Ethernet) or Wi-Fi then proceed with the installation.

If setup does not progress, close the wizard then restart your computer. Follow the instructions to upgrade manually using the Media Creation Tool or the Windows 10 ISO file.

Computer: HP Pavilion 500PC, MODEL 500-205t

System/About:

Storage                  800GB available

Photo-editing software: Serif PhotoPlus X8 (latest version). Error message on starting software (will not load after this message):

Error code 0xc0000020. This is caused by a Windows update that affects the .dll files of the Serif program. 
If you are running Windows 10 please check that you have the Creative update 1703 installed.

Bottom line: I can't install Windows 10 Updates after Version 1511.

There may be a number of reasons for this type of issue to occur. One is conflict with third party anti virus, so we suggest that you try to disable any third party anti virus first, before proceeding with the update.

External devices can bring conflict with the update as well, so if you have any, except for the mouse and keyboard, try to disable or disconnect those as well.

No. Disabling third-party AV and external devices has no effect. Still unable to update Windows 10. Still unable to open image software.

Hi,

If disabling the third-party antivirus still did not work, let's try another workaround. Try installing the update manually. Download the update directly from our Microsoft Update Catalog, install it and check if the same issue will occur.
