Have you looked at the options available to you via the Startup Repair options screen?

Use this as a guide as to where to find System Restore if you ever make it to the advanced startup options screen.

If you want to check your hard drive for errors there is a Command Prompt in the Startup Repair options where you just have to enter this command.
ChkDsk C: /r
The hard drive manufacturer will have free diagnostic software that is bootable, or that may even run from within Windows, that will thoroughly check the condition of your hard drive.
Can you get into Safe Mode?
What happens if you create and test with another Windows user rather than your current user? You might be able to do it from Safe Mode.

Most new machines come with a recovery partition allowing you to go back to the time of purchase, you will have to check your user guides (or the manufacturer's Web Site) for instructions. Choosing that path requires you to save all valuable data first.
These options are built-in to Windows 8 also.
