Privacy settings windows keep popping out

There is a privacy settings pop-up from windows that i cannot get through. When i click accept it says something went wrong and when i click try again and i click accept, the same cycle keep repeating. I cannot get rid off the pop up window.

Hi ShaIzecson ... can you provide a screenshot of what you are seeing.
Also what app are you using currently?

Here are the more detailed explanation of what happened. When i switch on my laptop and input in my password to sign in, next thing that appeared is the 1st picture i attached.

When i click accept the second picture will appear. and when i click try again, it went back to the first picture screen. And this cyle repeats for nth times already and wont go through even when i connected it to the Wi-Fi. I try pressing escape and home button but still wont go through. I cannot do anything at all as i was stuck at that page/screen right when i switched on my laptop.
