The microphone volume level in your system settings is not synchronized with the microphone volume level in the application, right? If my understanding is wrong, please point it out, so that I can assist you better.
Has this problem always existed or did it happen after doing something?
As far as I know, the microphone volume level in system settings is not synced to the application, they are relatively independent.
If you can, please provide me with a screenshot of the microphone volume showing 100% in the application so I can analyze it.

Ever since. I had windows 11 before this and it was the same problem.
I bought a new microphone about 2 months ago and it has been a problem since the first day. Before this I had another microphone, on 3.5mm and it worked normally, there were no problems. This is my first USB microphone. I changed the USB ports and switched them back and forth, but the same thing happens.

It is synchronized visually. Audacity for example. I reduce the volume of the microphone to 3% in the program Audacity and that volume is also in the windows settings, but it is not 3%, it is 100% real. He shows me that it is 3%, but actually the sound he records is at 100% of the microphone volume, regardless of the fact that it says 3% above, and not 100%, he records at 100%.
But when I open those sound and microphone settings windows, (Those pictures from the first post) and I just move the slide for the microphone volume, left or right, it doesn't matter, the microphone works normally at that moment and then all the time while the volume adjustment window is microphone active, the microphone works normally and records at 3% or whatever I set, it's irrelevant. If I put 80% it really records at 80%, if I put 40% it really records at 40% volume and it all works normally while the sound settings windows are active (PICTURE 1 from my first post). And when I close both of those windows, the microphone volume in all applications REALLY records at 100%, and visually the microphone volume indicator DOESN'T RESET. For example, it stays at 3%, but it doesn't record at 3%, it actually records at 100%.


This microphone has AGC.
I turned it off but there is no difference between ON and OFF AGC
Maybe the Microsoft generic drivers have a problem with this relatively new microphone and its hardware is not compatible with the drivers. The microphone does not have its own special drivers, it uses generic ones.
