About 3 weeks ago, there were updates from both windows and Samsung that i updated and since then, I can no longer move files (.jpg, .mp4, etc.) from my PC to my Samsung S23 Ultra. I can move things from the phone to the PC but not from the PC to the phone. When I try moving to from the PC to phone, the pop up comes up saying it is copying but no progress happens and then it crashes/hangs the file explorer for about 1 to 1 1/2 minutes. I made sure windows is up to date, Samsung is up to date, graphics cards are up to date. Are there any fixes?

Thank you for reporting the issue. Let us try to uninstall/Reinstall Cross device host which might be causing this issue.
In the Windows search,
type cmd, right-click it, and choose run as administrator.
execute
winget uninstall 9NTXGKQ8P7N0
Press yes when prompted.
Then, restart your PC and open the Command Prompt Window again.
Now execute:
winget install 9NTXGKQ8P7N0
Additionally a plus point:
In the Windows search,
type powershell, right-click it, and choose run as administrator. Execute this command:
Get-AppxPackage *MicrosoftWindows.CrossDevice* | Reset-AppxPackage
Remember to restart the PC after this as well.

Thank you for responding Sumit,
I followed the steps on the first part and restarted the computer. I followed the second part but i get an error in Windows Powershell when typing in Get-AppxPackage *MicrosoftWindows.CrossDevice* | Reset-AppxPackage . I separated them and typed Get-AppxPackage *MicrosoftWindows.CrossDevice* and after pressing enter i typed Reset-AppxPackage . I restarted my PC after both steps. Unfortunately, i still can't copy from my PC to Samsung S23 Ultra. I can only Move files from my phone to my PC. i checked my USB port and it is clean, i even used some electronics cleaner spray just to be safe. I have used multiple USB cables just in case for troubleshooting purposes.
Are there any other things that might do this?

It seems like I completely misunderstood the question. My Apologies for that. With the Microsoft Phone Link app, you can transfer content wirelessly without any cable. My steps were for troubleshooting it.

I just found that only the .mp4 files from my xbox game bar for PC videos are the ones that aren't working. I tried transferring other pics and videos that weren't game clips recorded with game bar with a usb (and phone link, which sucks there is only a 500mb limit) and no problem. Not sure why all the sudden my .mp4's from the game bar don't upload to my phone anymore. So now i don't know if it has something to do with that.
but my version is:
Windows 11 Pro
Microsoft Windows
Version 23H2 (OS Build 22631.4541)

It sounds like a bug to be honest. Did you check if there are any updates for Xbox Game bar app on the Microsoft Store?

I did check and I don't know why but you can't even find it in the Microsoft Store but I did find a link that took me forever to find:
It doesn't say anything about needing to update and there isn't a manual search for update but said that it looked for one today so it should be up to date. I'll probably do feedback and nothing will change but at least i will try. although dumb, at least i can export clips to adobe premiere elements and literally turn around and export it and then send it to the Samsung S23 Ultra. I'll just have to do this till it gets fixed....if it gets fixed. I appreciate your quick attention to this matter! you see a lot of people that respond once and you don't hear from them again, so thank you!
