I can't access my hotmail account and don't remember any of my questions, I keep failing the security questions as they are so old.

According to Microsoft's account activity policy, you must keep your account active. If you do not log in to your account at least once in a 2 year period, it will be considered inactive and will be closed by Microsoft. All data contained in it will be deleted. Accounts closed due to inactivity cannot be recovered.

If this is not your case and you are unable to reset your password, I am sorry but the only way to regain access to the account is by filling out and submitting the recovery form.
