I had the same problem on my Windows Mobile 6.5 device with ActiveSync. When I looked in Certificates I noticed the GlobalSign Root CA expired 1/28/2014 (on the device). A new one is available that expires 1/28/2028 here in base-64 (text) encoding.

Put the text including Begin and end into a text file and save with .cer extension. I was able to email it to my phone which automatically added the new root when the file was opened.
One mistake I made earlier was trying to get the Intermediary cert that was next in the chain above Hotmail, but it seemed the root above that was what was needed.
another mistake I made was using a different format that had tags like
-----BEGIN PKCS7-----
and also some comments at the top. The phone was saying the certificate was corrupt.
Maybe a more reliable method is to get on a PC with the valid root and export it from there and use that file on the device.
