Part of the upcoming change in service include some increased security measures to cut down on the frequency and ease of hacking.
If it has been doing this all along try this.
With all these changes, we felt that it was time to give the sign-in experience a facelift. We streamlined the sign-in page to prioritize one account per device, and simplified the two check boxes into one “keep me signed in” check box. Once you check “Keep me signed in” we’ll keep you signed in with your Windows Live ID until you explicitly sign out. This also has the nice benefit of giving you a much faster page load time, so that getting to your inbox or whatever service you are using is now much faster.
KEEP ME SIGNED IN STEPS
Please check the feature keep me signed in, if it's enabled on your computer. Once you check “Keep me signed in” you'll be kept signed in with your Windows Live ID until you explicitly sign out. This also has the nice benefit
of giving you a much faster page load time, so that getting to your inbox or whatever service you are using is now much faster. On how to, refer to the steps below:
1. Visit https://live.com.
2. Click sign in located on the upper right of the screen.
3. Windows Live sign in page will appear,
4. Tick the box for "Keep me signed in".

Hi themillers4213,
If you do not want to put in your username and password every time, you have to check the "Keep me signed-in" box before signing-in. When you need to get out of your email, do not click on sign-out and just close the whole browser instead. That way, you will not be prompted to sign-in every time you go to your email account.
Please perform these steps too:
1. On your windows bar, type "Internet Options"
2. Internet properties window will prompt you. UNCHECK the "Delete browsing History on Exit" box
3. Click on "OK"
Thank you,
Christian

Hi DarlaPhillips,
Please be informed that there is a new online form to report Microsoft account issues.
The Microsoft account forum has retired effective September 2013.
In order to protect the privacy of your personal data and provide you with the best personal support possible, please create a support case using our secure online form:
This would allow one of our Microsoft Moderators to handle your concern directly.
Kindly select the error you need help with and fill out the requested details on the next page.
You need to be signed in with a Microsoft account to access the form.
If you are unable to access your primary account, you can use an alternate account (if you have one) or create a new one at https://signup.live.com
For new customers that is having the same issue, to best address your concern we would like you to post your question as a private support request using our Microsoft secure e-form above. For more information, including self-help articles, click here.
Note: I have locked this thread.
Thanks,
Jhelen M.
