Outlook is not allowing Mimecast Add-On

I have added the Mimecast Add-on but Outlook is not allowing it to display.  My techs have gone through the normal process to add it so it's not likely to be user error. Can you assist?

Do you receive any error messages? What exactly happens with it?
Is the addin enabled in File, Options, Addins?

My tech did the following and it just did not respond.

Reinstalled plugin
Online repair
Uninstall program and reboot then reinstall
Full Repair
uninstall then remove from add ins
Try to add back to addins and still not loading

Are you using a new Windows 10 computer?

Version 1902 (Build 11328.20158 Click-to-Run)

Semi-annual Channel (Targeted)

I am currently using Windows 7 Lenovo Thinkpad. It's about a yr old. We have not upgraded to 10 but its on the list.

Did not receive any error messages. It just did not show up in my outlook. I am able to log into Mimecast online and see my account so I know it is working.  I went into File, Options, Add-ins and surprisingly found it in disabled section...interesting...I enabled it and restarted my outlook and now I cannot locate it in the Add-Ins sections.
