I cannot add a phone number to my Sign-In Preferences

I encounter a problem when I attempt to put in my phone number to Sign-in Preferences. After I press on the Add phone number link, I get the code and I input it. After that, I see a message: "There's a temporary problem with the service. Please try again. If you continue to get this message, try again later."

First time I tried to do this in February (It is May now). Since that, I tested it on different computers, different browsers and two iPhones with the same outcome, so I am certain it is not something on my computers, but with my Microsoft profile. Can someone assist me with this?

In order to better help you with this issue, I need some detailed information. Login Preferences cannot be set to Add Phone Number, Login Preferences can only be set to Email.

Okay, do you need more information, or I cannot set up the phone number? What more information do you need? Should I post my email address here?
