How to unblock my outlook account?

When I log in my outlook account with my email address via chrome, it popped out the warning below:

And when I tried to recover my outlook account via reseting my email password, it popped out warning like this:


I would like to know if I could unlock my outlook account by other ways like phone number verification code, other mail address, etc because I don't know how to get in touch with the quote-unquote "support person" or "admin guy" like the thumbnail said above, thank you so much for your help!!!
