Account picture different than picture that appears in emails??

How are you trying to access Outlook.com? Is it through Web or App?
Please be informed, the picture that shows on the messages is nothing but your Skype profile picture.
If you are trying to access your Outlook.com account via web browser, then I suggest you to try the steps provided below:

Open any email in your inbox or sent folder.

Place the mouse cursor on your profile name (In the top left corner of the email)

When you place the cursor, you will see a drop down, just click on edit profile details.

Under My profiles, click on Skype profile.

Click on the Skype icon (Located exactly on top of the page and the first icon/option)

On the left panel, click on your profile picture.

Click on the Profile picture again to upload a new one.

Select a picture and click on Open.

Thank you for the screen shot.
Please follow the steps from here:
- Click on the Skype icon/written as Skype in blue colour (Exactly straight above "Personal information" in the screenshot).
- Click on launch Skype for web.
- On the left panel, click on your profile picture (on top left corner).
- Click on the Profile picture again to upload a new one.
- Select a picture and click on Open.
