Microsoft 365 (formerly Office 365) uses a subscription model: you pay a monthly or yearly subscription fee, and in exchange you get feature updates, security updates and bug fixes as long as you are subscribed.
Office 2019 is a one-time purchase. You pay once and you can use the software indefinitely, but you only get security updates and bug fixes, no feature updates.
