Microsoft outlook 2016 log in

Turned on my wife's desktop this morning and not able to send or receive email. Have tried EVERYTHING and STILL no luck. Tried changing passwords 2 or 3 times with no success, tried to delete the account to start over and it will not let me do that, I did a complete new install of all my Office Home and Business 2016 thinking that might be it but still nothing. either. What am I doing or should I say, not doing? Any Ideas?

Do you receive any send and receive error messages?

What happens when you tried to delete the account and start over?

When opening outlook it just goes to send receive error. When I go to controle panel/mail outlook/email accounts and click on account test it sometimes shows error or continues to ask me to enter again.

What is the error message? It may give us a clue.

Have come to the conclusion it is not Outlook as I set up one of her other email accounts on Outlook and it is working perfectly so I guess I keep trying to see what the problem is for THIS problematic email account. Thank you all for you time.

Thanks for replay. I completely understand your point,

I have some questions,
-Are you having the same behavior from WebMail sending/receiving emails?
-Are you receiving any specific error message when sending emails from Outlook Client?
-What is the email provider of the affected account?
-How are you configuring your account: POP/IMAP/Exchange?
----
You can try configuring your affected account in another device/PC from other network, to isolate the issue.

-The other account you said you configured properly in the Affected PC/Outlook client, belongs to the same emails provider that the affected one?
----
If you can send/receive from WebMail properly with your affected account, and the account you configured properly in Outlook, as you posted before, belongs to a different email provider , the we can say the issue can be related to connectivity problem from your affected PC to your email provider end points:

Example: for Outlook.com IMAP Connection,
-The settings for receiving email server: IMAP: outlook.office365.com
-Port 993

Then to test the connection from PC to Server you can use Telnet client.

To enable telnet client in your PC follow:
https://social.technet.microsoft.com/wiki/conte...

-Then from powershell console run. The expected result is connect with no error.

telnet outlook.office365.com 993

you can share the results.

Do not have any web mail 

No error messages

bresnan.net used through Spectrum and has worked for years until 2 days ago

IMAP and has been configured EXACTLY same as husbands bresnan.net account but (naturally) with my sign in

Have tried setting this up through husbands Outlook

This one ALSO goes through Spectrum and have a question out to them as well

Do not use outlook.com have my own paid software of Office Home and Business 2016 and have for over 2 years now

That doesn't necessarily absolve outlook - but its looking more like a spectrum problem. If it works on one computer but not another, it may be something with the computer - knowing the error message can point us in the right direction.
