In the Microsoft Exchange Admin console, I created a mail flow rule to tag external message. It let me create the rule, the rule is enabled, at priority 0. It's been a few days, and external email are not tagged. I suspect it may have something to do with my permissions, but I'm not sure, as it lets me get to the mail flow and create the rule. How can I find out why this is not working? Thanks

I don't know what happened to my reply, but I created a new rule -- External email rule. Enabled. Priority 1 (the original rule is disabled). The disclaimer has your exact html syntax. I run a message trace with your exact parameters, and it always says No Data Available. I replied on this a few days ago with screenshots, but I don't see that thread now. All I know is that whatever I do, this rule does not work.

I created a new rule with the classic. It shows up in both classic and new. I ran that command via powershell, and it just gives me a prompt back. Tried a couple. Not sure what else to do.

Is there any update on this? This never works, and I never get any info on the trace. The rule is there, it's enabled, etc. Perhaps I don't have permission for this? I don't know what else to do to get this disclaimer to show up. Thanks.
